Application for New Permanent Account Number (PAN)

Worried about applying for PAN online? At G A M A & Co Chartered Accountants, we make it effortless — expert guidance, zero hassle, every step of the way.

PAN Application Process Simplified

The Permanent Account Number (PAN) is a unique, 10-digit alphanumeric identifier issued by the Income Tax Department of India. It serves as vital identification for financial transactions, tax compliance, and tracking financial activities.

Effective April 1, 2026, the Income Tax Department (ITD) has implemented substantial structural modifications to the PAN application framework, replacing the legacy Form 49A / 49AA system with a more detailed classification matrix.

Applicable Application Forms (New Framework)

Applicants must select the specific form corresponding to their legal status and residency:

Applicant Category Entity / Citizenship Applicable Form
Individual Indian Citizen Form F093 Replaces Form 49A
Non-Individual Indian Entities (Companies, LLPs, Firms, HUFs, Trusts) Form F094 Replaces Form 49A
Individual Foreign Citizen Form F095 Replaces Form 49AA
Non-Individual Foreign Entities Form F096 Replaces Form 49AA

Key Regulatory & Documentation Changes

The updated compliance guidelines require strict adherence to the following:

Proof of Date of Birth (DoB):

Aadhaar is no longer accepted as standalone proof of birth for PAN applications. While it remains valid for Proof of Identity (PoI) and Proof of Address (PoA), a separate document must be furnished for DoB (e.g., Municipal Birth Certificate, Indian Passport, Driving License, or Matriculation Certificate).

Mandatory Address Disclosure:

  • Individuals: Declaration of a permanent residence address is now mandatory, irrespective of the chosen communication address.
  • Non-Individuals: Declaration of a registered/principal office address is mandatory.

Aadhaar-PAN Name Alignment:

For individuals, the name requested on the PAN card must strictly match the nomenclature registered on the Aadhaar card.

Contact Information:

Providing a valid mobile number is mandatory for all primary applicants.

Photograph Dimensions:

The standard physical photograph size requirement has increased to 5 cm x 3.5 cm.

Modes of Application Submission

Applications can be processed through authorized portals (Protean eGov Technologies/TIN-NSDL or UTIITSL) via three distinct modes:

1

Digital Mode (Paperless e-KYC & e-Sign):

Completely digital routing using Aadhaar-linked OTP authentication. (Note: Requires a separate digital upload for Proof of Birth).

2

Scan-Based / Digital Signature (DSC) Mode:

Uploading scanned copies of documents, photos, and signatures, authenticated via DSC or Aadhaar e-Sign.

3

Physical Mode:

Filling the form online, printing the acknowledgement, affixing physical photographs (signed across where appropriate), and couriering the physical dossier with self-attested supporting documents to the processing center (e.g., Protean’s Pune office).

Note on Corporate Entities: For newly incorporated Companies and LLPs, a separate PAN application is generally obsolete, as allotments are processed seamlessly through integrated incorporation forms (SPICe+ / FiLLiP).

Processing Fees

Fees are subject to variation depending on the communication address and dispatch preference:

₹107

Domestic Address
(Physical Card + e-PAN)

₹1,017

Foreign Address
(Physical Card + e-PAN)

Free

Instant e-PAN Only
(Digital Copy via Income Tax Portal)

(Available exclusively to individual Indian citizens with active Aadhaar-linked mobile numbers)

How G A M A & Co. Simplifies Your New PAN Application Journey

With the implementation of the re-engineered framework under the Income-tax Rules, 2026, applying for a Permanent Account Number is no longer a simple, single-document process. The discontinuation of legacy Forms 49A / 49AA and the strict mandate requiring additional documentation alongside Aadhaar have made precise filing critical to prevent instant rejections. Here is how we remove the guesswork:

Eliminating Form Selection Confusion

The 2026 framework replaces generic forms with a category-specific matrix.A wrong selection means immediate rejection of fees and documents. We accurately map your legal status to the correct newly prescribed smart form:

  • Form F093: For Individual Indian Citizens.
  • Form F094: For Non-Individual Indian Entities (HUF, Firms, Trusts, Companies).
  • Form F095 / F096:For Foreign Citizens and Foreign Entities.

Rigorous Pre-Vetting of "The Three Pillars"

The most common reason for PAN application hold-ups under the new rules is data mismatch. We meticulously audit your onboarding documents across the three newly mandated verification categories before submission:

  • Proof of Identity (PoI) & Address (PoA): Ensuring complete alignment with your Aadhaar data.
  • Proof of Date of Birth (PoDB):Managing the collection of mandatory standalone secondary proofs (such as Passport, Matriculation Certificates, or Municipal Birth Certificates), since Aadhaar alone is no longer legally accepted as proof of birth.

Resolving Aadhaar-PAN Data Discrepancies

The 2026 rules dictate that the name requested on your PAN card must strictly mirror the nomenclature on your Aadhaar. If there is a mismatch due to initials, spelling errors, or marriage-related name changes, our team handles the complex data harmonization or guides you through the necessary corrections first, ensuring the application sails through the Protean (NSDL) or UTIITSL gates seamlessly.

Transparent & Frictionless Processing

We maintain absolute clarity in our execution. Your processing charges (domestic or international government fees) are distinctly segregated from our professional fees. Whether your business requires high-speed Instant e-PAN routing or a Physical Card dispatched to an office address, we track the application from token generation to final delivery.

Expert Handling of Complex & Corporate Entities

While individual applications require careful matching, corporate and representative structures face stricter compliance triggers:

  • Representative Assessees (RA): For minors, deceased individuals, or trusts, we accurately structure the mandatory RA/AR fields, contact credentials, and authorization documents.
  • Existing & New Entities: We draft and structure partnership deeds or coordinate with MCA integrated filings (SPICe+/FiLLiP) to ensure your business entity receives its PAN without administrative delays.
  • Adhering to New Physical Mandates: From ensuring your physical photographs match the updated size regulations (5 cm x 3.5 cm) to accurately structuring mandatory permanent residency fields, we handle the fine print.

Frequently Asked Questions on New PAN Application Process

No. Effective April 1, 2026, the legacy Forms 49A and 49AA have been discontinued and are completely invalid. Any application submitted using the old forms will be rejected by PAN Service Providers (Protean/UTIITSL). You must use the new smart forms (Forms 93 to 96) categorized by applicant type.

The newly introduced form matrix depends on two factors—whether the applicant is an individual or an entity, and their citizenship/origin:

  • Form 93: Individual applicants who are Citizens of India (replaces Form 49A for individuals).
  • Form 94:Non-Individual Indian Entities (Companies, LLPs, Firms, HUFs, AOPs, BOIs, and Trusts incorporated or formed in India).
  • Form 95: Individual applicants who are Not Citizens of India (Foreign citizens, NRIs, and OCI cardholders).
  • Form 96:Non-Individual Foreign Entities (Corporations, partnerships, or trusts incorporated outside India).

No. While the simplified Aadhaar-only route was valid until March 31, 2026, the updated rules make it mandatory to submit separate, additional supporting documents. While Aadhaar remains valid for Proof of Identity (PoI) and Proof of Address (PoA), it is no longer accepted as standalone proof for Date of Birth (DoB).

For Form 93 applications, valid documents to verify the exact Date of Birth include:

  • Municipal Birth Certificate
  • Matriculation / Class 10th Passing Certificate
  • Indian Passport
  • Driving License
  • Any other government-issued photo identity document clearly displaying the full DoB.

Under the 2026 rules, the name requested on the PAN application must strictly match the name registered in the Aadhaar database. The revised smart forms have standardized the name fields to resolve long-standing issues regarding initials, but any major mismatch will halt the application. It is highly recommended to update the Aadhaar details first before initiating the PAN application.

Generally, no. For new domestic companies and LLPs, the PAN allocation remains seamlessly integrated with the Ministry of Corporate Affairs (MCA) portal through the common incorporation forms (SPICe+ for Companies and FiLLiP for LLPs). Form 94 is required for existing unregistered entities, or when applying independently outside the integrated MCA route.

Yes. If the primary applicant is a minor, a deceased person, or an individual of unsound mind, details of a Representative Assessee (RA) or Authorized Representative (AR) must be provided in the form. Under the new guidelines, providing the RA’s active PAN/Aadhaar, mobile number, and email address is mandatory to establish authenticity.

For individuals who are non-residents or not ordinary residents, providing their Passport Number and Taxpayer Identification Number (TIN) of their country of residence has been made completely mandatory in Form 95.

The fee structure generally aligns with the standard processing routing:

  • Physical Card + e-PAN (Indian Address): Around ₹107
  • Physical Card + e-PAN (Foreign Address): Around ₹1,017

Instant e-PAN only: Free of cost, provided it is generated digitally via the Income Tax e-filing portal (restricted to individual Indian citizens with active, Aadhaar-linked mobile numbers).

Yes. For Indian citizens, the option to have the card dispatched to an office address is available, provided that valid additional proof of the office address is uploaded and verified along with the application dossier.
